"A smart sustainable city is an innovative city that uses information and communication technologies (ICTs) and other means to improve quality of life, efficiency of urban operation and services, and competitiveness, while ensuring that it meets the needs of present and future generations with respect to economic, social, environmental as well as cultural aspects”.
The U4SSC has developed a set of international KPI’s that strive to provide cities with a consistent and standardised method to collect data and measure performance and progress to:
- achieve the Sustainable Development Goals (SDGs);
- become a smarter city;
- become a more sustainable city.
A city’s performance is evaluated in three dimensions:
- Society and Culture
Progress is reported for each of these dimensions separately and when reported together, they provide a holistic view of a smart sustainable city.

An example of smart mobility expertise is where BDO Digital supported the Flemish Public Transport company De Lijn in the program and project management of their ReTiBo project, that created a new mobile platform serving as a replacement for the old ticketing and driver system and enabling customers to register, buy tickets and validate their smart cards, as well as provide travel information, improve security aspects, influence traffic lights and coordinate changes.
