Economic unemployment from 1 January 2023 no longer possible without Form C3.2A

If, as an employer, you want to invoke economic unemployment from 1 January 2023, you must - on your own initiative - again provide your affected employees with form C3.2A. You must do so at the latest on the first effective unemployment day of each month.

The employee must keep this document with him for the whole month and at the end of the month he must hand it in to the paying institution.

If the temporary unemployment continues for the following month, a new control form C3.2A must be handed to the employee within the same deadline.

Blank forms C3.2A can be requested from the payroll provider or from the RVA. If you lose a made-up form, you must request a duplicate.

 

Validation book

The validation book is also back.

Before issuing the C3.2A control card to the employee, the employer must enter it in the (paper or electronic) validation book.

 

Application and notification period

For temporary unemployment starting from 1 January 2023, as an employer you will again have to make the electronic notification to the RVA at least 7 calendar days instead of 3 calendar days prior to the first effective day of unemployment.

You will also have to notify your employees at least 7 instead of 3 calendar days prior to the first effective unemployment day that they will be placed on economic unemployment.

 

Economic unemployment energy crisis

Since 1 October 2022, energy-intensive companies have had the option to claim a new form of economic unemployment following the energy crisis. This originally applied until 31 December 2022 but was extended until 31 March 2023.

There are still a number of simplification measures that apply in this respect. However, from 1 January 2023, employers will also have to issue Form C3.2A to their affected employees and keep the validation book.
